Open ended havoc wreaking at its fullest. (until Vice City that is)

I hadn't played this in over a month. I'm stuck on the first mission of the new island. (whack my old boss) I got frustrated after a few tries and deided to give the game a rest. Today, after coming back to the controls, I decided to give it another shot. (with a new strategy). This time I was not going to drive in but I would take a rooftop and try to whack the boss from a distance (sniper rifle). Didn't work. Darn.
